Pay:  $47,528.00 annually

Work Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m.

The Senior Residential Appraiser is responsible for properly discovering, listing, valuing, and defending appealed property values for the residential real property parcels in Sedgwick County. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP).

 

 

Annual appraisal database maintenance.

  • Verify real property data characteristics with on-site inspections for all residential properties through sales reviews by preserving the proper sales files to generate accurate values.
  • Make determinations on quality grade, condition, desirability, and utility on all residential structures.
  • Make determinations of properties where access is denied or limited.
  • Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide.

 

Annual property appeals.

  • Provide a high level of customer service while conducting Informal Equalization and Payment Under Protest appeals.
  • Fully explain property values and the appraisal process to property owners and/or their representatives.
  • Make necessary property characteristic corrections and reconciliation of value according to additional information provided by property owners and property owner representatives.
  • Work scheduled appeals in a timely manner, keeping up with demand but maintaining a quality work product.
  • Conduct Board of Tax Appeal Hearings both Small Claims and Regular Division when needed.
  • Conduct field checks that were a result of an appeal with property owners or property owner representatives.

 

Final reconciliation of values.

  • Develop a final opinion of market value for each parcel of property as assigned.
  • Review all appropriate market information to establish accurate appraised values utilizing market models.
  • Reconcile final value estimates by reviewing various approaches to value.

 

 

Minimum Qualifications: High school diploma or equivalent. Two years of experience in new construction, real estate, appraisal, appraisal appeals, data management or analysis, or drafting – OR – One year of mass appraisal experience as a field appraiser in a Kansas County Appraiser’s Office. Has successfully completed the following courses: International Association of Assessing Officers (IAAO) Course 101 Fundamentals of Real Property Appraisal, IAAO Course 102 Income Approach to Valuation, Uniform Standards of Professional Appraisal Practice (USPAP). Must successfully pass the following courses within three years of hire date: IAAO Course 300 Fundamentals of Mass Appraisal, Kansas Property Tax Law, Orion Introduction and Review of Basic Functionality, Orion Sales File Development. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis

 

Preferred Qualifications: Bachelor’s degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field. Five years’ experience in mass appraisal. Have one of the following professional designations: Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), Registered Mass Appraiser (RMA), Assessment Administration Specialist (AAS) or Certified Assessment Evaluator (CAE).
